The firm has a long history of successfully teaming with local and municipal clients to help assess their site engineering needs, develop goals, and implement programs to achieve those goals. Since 1993, the firm has provided civil engineering services to cities, counties, school districts and local government clients throughout South Florida—including serving as the Town Engineer for the Town of Lauderdale-By-The-Sea and their on-call/continuing contract consultant as well as on-call/continuing contract consultant for the City of Lauderhill and the City of Oakland Park. Additionally, the firm is commissioned by private clients to engineer some of the region’s most complex projects. With 550 projects designed in the City of Fort Lauderdale, Flynn Engineering is known as the “go to” civil team to ensure an expedited and successful residential or commercial development.

Moving projects through the entitlement phase is one of the most challenging components of any development, which makes it critical to have the right consultant on board to facilitate the exercise. With 175 Site Plan Land Entitlements processed and thousands of public meetings attended on our clients’ behalf, Flynn Engineering has proven its capabilities in working through the process. We offer our clients the knowledge and experience to successfully work through the maze of environmental permits, site plan approvals, land rezoning, right-of-way vacation applications, conditional use approvals and variances and development agreements. We take a proactive approach to control the entitlement process and maximize our clients’ future rights and flexibility and reduce the approval and litigation risk while minimizing development constraints.

As part of its project scope, Flynn Engineering routinely provides construction observation services with regular visits, review of the development’s construction progress and preparation of reports through the construction phase. This is necessary to ensure that the project is being built according to plans and specifications. In addition to observation of their own projects, FE is frequently commissioned as part of its municipal continuing contract services to review and oversee construction of projects designed by other engineering consultants.

One highly relevant project was the firm’s commission by the Town of Lauderdale-By-The-Sea to assist with the construction phase services for a streetscape and drainage improvement project that was designed by another engineering team and located on East Commercial Boulevard between A1A and the ocean. Upon review of the drainage plans with the project’s construction manager, the FE team redesigned the drainage system to reduce the utility conflicts, lessen the disruption in the heart of the downtown area, minimize the construction time and save the Town approximately $50,000 from the original construction

The firm has provided thousands of hours in expert witness testimony and services on dozens of cases throughout the State of Florida. Jay was personally involved with a construction defect case that resulted in a $9 MM settlement on his client’s behalf. The case spanned several years and required the review of nearly 40,000 documents and cataloguing of all applicable information. Jay served as an extension of the legal team, acting as engineering eyes and ears and providing technical expertise and construction knowledge throughout the case. The result was a significant win for the client and the establishment of a long standing and trusted relationship.
